No Child Left Behind (NCLB), signed into law by President Bush on January 8, 2002, contains the most sweeping changes to the Elementary and Secondary Education Act (ESEA) since it was enacted in 1965. Themes of the new law include accountability, choice, parental information, qualifications and fiscal flexibility.
